Forever Remembered: A Recap of Police Week 2025

Fairfax County, VA- As we reflect on Police Week 2025, we begin by honoring the memory of our own fallen heroes—officers and K9 partners who made the ultimate sacrifice in service to the Fairfax County community. Each name represents a story of courage, commitment, and selfless service:

In Memorial: Never Forgotten

Fallen Officers

  • Police Officer Karen Jean Bassford – Died in a vehicle crash on 7/27/1977 while responding to a burglary call. Her commitment to duty lives on in our hearts.
  • Special Officer Hendrick “Sandy” Gideonse – Died in an on-duty car crash on 12/3/1998. His memory and legacy continue to guide us.
  • Captain Tommy F. Bernal – Lost in a training accident on 6/28/2001. A devoted motorman and respected leader, he served for 29 years.
  • Detective Vicky O. Armel – Killed in the line of duty on 5/8/2006 during a tragic shooting outside the Sully District Station. Her 17 years of dedicated service continue to inspire.
  • Master Police Officer Michael “Gabby” Garbarino – Succumbed to his injuries on 5/17/2006 from the same incident that claimed Detective Armel. His bravery and sacrifice will always be remembered.
  • Second Lieutenant Francis “Frank” Stecco – Lost during a water rescue training exercise on 10/25/2008. A 19-year veteran remembered for his dedication and leadership.

Fallen K9 Partners

  • K9 Bandit – Killed in action on 8/5/1975 while apprehending a suspect. His loyalty and service remain a powerful symbol of bravery.
  • K9 Doby – Passed away on 2/22/2019 after suffering a medical emergency while responding to an armed robbery. His partnership, courage, and service are honored always.

What is Police Week?

National Police Week is observed each May and is a time to recognize and honor law enforcement officers who have lost their lives in the line of duty. Established by President John F. Kennedy in 1962, the week serves as a time for remembrance, reflection, unity, and appreciation—not just for those who’ve fallen, but for those who continue to serve.

We honor these fallen heroes every year during our department’s memorial service, bringing together family, friends, and colleagues to reflect on their lives and legacies. A particularly heartfelt tradition is the Sully District Station Memorial, held to remember the tragic loss of Detective Armel and MPO Garbarino, ensuring their memory remains deeply rooted in our agency.

A Week of Remembrance and Unity

The Fairfax County Police Department had a busy and meaningful week of events, joining thousands of officers, staff, families, and supporters across the nation in commemorating this important week.

Highlights of Police Week 2025:

  • National Police Week 5K
    Officers, staff, and families—along with our Honor Guard—participated in the annual 5K event to honor fallen officers and raise awareness for their sacrifice.
  •  National Police Week K9 Memorial Service
    We joined fellow departments in honoring the service and sacrifice of police K9s, recognizing their role as both protector and partner.
  •  37th Annual Candlelight Vigil
    Chief Kevin Davis had the honor of reading names of the fallen—one of the most solemn moments of the week.
  •  C.O.P.S. Family Event at Fairfax County Criminal Justice Academy
    At the end of the week, we were honored to host the children and families of fallen officers from across the country for grief support, play, and connection.

More Than a Week – A Lasting Commitment

Police Week is a solemn reminder of the cost of service and a celebration of the spirit of duty, compassion, and unity that defines law enforcement.

To all who have served, to all who continue to serve, and to those we have lost—we remember you, we honor you, and we carry your legacy forward.
