60 year old Kelly Vaughn of Newport News was arrested Friday on charges of abduction by force, intimidation or deception. Kelly is no stranger to the jail she's currently being held at as she has several previous charges ranging from DWI and reckless driving in the 1990's up to 2024 where she was charged with assault & battery, pick pocketing and various other crimes.

UPDATE 10/15/2025 Vaughn was again placed under arrest Tuesday evening on charges of assult of a family member and able to bond out early this morning. Police calls for service log shows the same Normandy Ln address which is the home of Joseph Lee Melzer. 

Vaughan was somehow able to beat all four of her charges including use of a firearm in commission of a felony, abduction by force or intimidation and assault & battery which she was arrested for in June. A month later on July 24th, her public defender managed to have two cases dimissed and the other two found not guilty.

As Vaughan is allowed to freely terrorize the neighborhood over and over,, 70 year old James Roy McGougan is still behind bars on cannabis charges.

Police Ping has learned of a second arrest reported in the same (block) address as the arrest of Kelly Vaughn, some 15 hours earlier. Joseph Melzer, 78 was charged with assault. Property records show MELZER JOSEPH LEE JR, as the owner of the home located at 117 Normandy Lane which is in the Deep Creek section of the city. Mr Melzer also owns the property just down the street at 21 Mammoth Oak Rd. A home owned by VAUGHAN WILLIAM B ET UX is located also, just down the street at 174 Normandy Lane. While we have not yet found any link between Joseph and Kelly, it's very coincidental the two would happen within just hours of the other in this section of the city.

Joseph Lee Melzer has been charged with  ASSAULT and was released on personal recognizance. His next scheduled court date is on 06/26/2025
