A Venezuelan migrant, said to be a high-ranking member of the Tren de Aragua street gang, is charged with kidnapping and restraining three women who were later shot, two fatally, in a South Shore alley earlier this year. One of the women who was murdered told the other two victims that she had been raped while they were detained inside the migrant's West Side apartment, officials said.
