On April 4th, 2025 at approximately 2:54pm, the police department was dispatched to the intersection of South High Street and West Locust Street for a crash involving a bicyclist. Investigation determined Abdelhaq Aouich was driving northbound on South High Street. The bicyclist, a ten (10) year old male, was riding westbound on West Locust Street. The child failed to stop at the marked stop sign and rode into the intersection. The one-way traffic on South High Street does not have a stop sign, therefor has the right-of-way. Aouich saw the child riding into the intersection and attempted to stop. After slowing his vehicle to a near stop, the child rode into the front bumper of the car, causing him to fall from his bicycle. The child sustained minor scrapes and bruises, however, due to him not wearing a helmet, he was transported to a local hospital as a precaution.
The police department was assisted on scene by the Mechanicsburg Fire Department and Penn State EMS.

The Pennsylvania Vehicle Code (Title 75) sections 3501 – 3514 regulate the operation of pedalcycles (bicycles).
Section 3501(a) – Any person riding a pedalcycle upon a roadway shall adhere to all traffic laws applicable to any driver of a vehicle.
Section 3503 – The parent or legal guardian shall not authorize or knowingly permit any child to violate any provisions of this title relating to operation of pedalcycles.
Section 3510 (a) – Any person under twelve years of age shall not operate a pedalcycle, or ride as a passenger, unless they are wearing a helmet which meets the standards of a nationally recognized standard for pedalcycle helmet safety approval. The parent or legal guardian of any child under twelve violating this section shall be jointly and severally liable of the fine imposed.
