WINDSOR, Colo. (April 25, 2025)— Three juveniles have been charged with arson in connection with a fire that occurred on March 5, 2025, at Main Park, 301 Locust St. The identity of the individuals will not be released to the public in accordance with juvenile protection laws.
The charges follow an extensive investigation by the Windsor Police Department Criminal Investigations Division. All three juveniles are facing one count of arson under Colorado Revised Statutes (C.R.S.) 18-4-105(1)(3)(g), a Class 3 felony. Two of the juveniles are also charged with theft under $300, C.R.S. 18-4-401(2)(b), a petty offense.
The case will proceed through the juvenile justice system. While proceedings will remain confidential due to the age of the individuals, the department is committed to pursuing appropriate accountability while respecting all legal protections afforded to minors.
All charges are merely an accusation, and defendants are presumed innocent until, and unless, proven guilty.
Investigators conducted numerous interviews with neighbors in the area and relied heavily on crime scene analysis. Leads from personal surveillance footage—voluntarily provided by community members through the Secure Streets program—also played a key role in identifying the suspects.
The Secure Streets program allows property owners with private security cameras that record public areas—such as streets, sidewalks or parking lots—to voluntarily register their cameras with the Windsor Police Department.
